All rescues have some sort of contact info. Even if it says "to adopt", use that e-mail address anyway. Ask them politely to forward it to someone who does intake.

There actually is a Lab rescue in Florida. Here is their website:

The problem your dog has is relatively easy to fix. Hopefully they'll be able to work with her and socialize her correctly.

Try these options. Contact the national rescue at http://www.labradorrescue.net. There is a lab rescue in South Florida that takes surrenders. Contact Carol at (561) 719-7914.
Good Luck

It is so sad when dogs begin to bias among people because of what people have done to them and speaking as a person with dark colored skin I'm not offended at all just sickened by the individual that placed this bias in this poor dog's heart.
I found this website http://www.rcall.org/ for you to give the dog. There is also a no-kill shelter in my area called Faithful Friends. I'm not sure if it's in your area but you could try. I would also think the ASPCA would also be willing to help, here's their website http://www.aspca.org/.
Hope this helps
